No VIN on the floorboard (am I missing the VIN?)

I just bought my Chetak 2002 yesterday here in Florida. The title has a "VIN" number that isn't a standard 17 character VIN (CLCBHM.....). I have a copy of the old registration and it has this number as well. I managed to find that non-standard number on the scooter: it's on a sticker under the seat.

The problem is that the insurance company doesn't like the weird number. Without insurance I can't register the scooter.

I looked under the floor mat on both sides but couldn't find anything. Is it a metal plate or just a sticker? Is it possible that the sticker is gone? Has anyone else run into this issue (especially in Florida).

My VIN number is stamped into the floor just behind and to the outside of the rear brake pedal. Conceivably enough dirt could get under the floor mat to hide it. According to my Owner Manual this is the standard location on a 2002 Chetak.

I've checked a couple times but I'll check again. This scooter is super clean, so there's no dirt under the rubber mat. Yours is actually stamped in the metal? I'll check it again and see what I can find. Thanks.

Does anyone know a site where I can look up the other serial number? It's a barcode sticker with the number CLCBHMxxxxx.

Is it gray market?

Our '02s came from Upstate NY and Ohio BMV (DMV to you) only cared that it had a NY title. There was no official US VIN tag anywhere. We (the Trooper who did the out of state inspection and I) made up the missing digits by adding a bunch of zeros to the stamped body numbers. Having been titled in NY was enough for OH. Progressive Insurance has never had a problem with it.

Thanks so much for the replies, guys.

Progressive added a bunch of numbers to the end to make it 17 characters. The tag agency had no issues since it already had a clean title and I was just transferring the title into my name. I just wanted to be prepared and understand if anyone else had a similar situation.

So as of 30 minutes ago I have a license plate, insurance and I'm ready to ride.
