Trying to find a mechanic here in Los Angeles

I've had several so called scooter mechanics look at my Chetak, but no one can get it running. It was sitting up for years after I ruptured my achilles 4 times and now I'm ready to ride, but I can't get it running. Have had new battery, tune up, cleaned carb and still very difficult to start and once its turned off it won't start again. And now after the last guy worked on it, it runs very rich. Just sitting in my front yard now - sad, very sad. Please help!!
